The area under consideration spans 14 acres, including garage lands, resort area, boating storage region, and marine lease. Also, the lands of Lake Windermere Resort and Athalmer are the real gateways to this community.

These Invermere lakefront properties provide public access to places like Columbia River Wetlands and Lake Windermere. In the year 2019, the District of Invermere purchased the lands for Lake Windermere Resort. As a result, the intention was to provide the public with better access to the lake and its vicinity. The District decided to purchase the land-based on 66% of the voters in the municipal elections in 2018. These voters suggested investing in this area. As a result, the District is planning to move ahead with Athalmer and its neighborhood plan.

The District of Invermere has awarded the B&A Planning Group contract with support from McElhanney Consulting Services in this area’s development process. Also, it includes the lands of Lake Windermere Resort. This project includes land usage, planning for infrastructure, resort and land design concepts, residential areas, and a commercial corridor. In this regard, a public consultation will begin soon.

Invermere’s council members got a project update by the committee of the June 9th committee of the whole meeting. Conclusion B&A provided the committee with a list of three options based on impact levels with a wide spectrum of choices.

This briefing’s entire purpose was to ask for feedback from the council before the public is involved. In conclusion, B&A added that these options’ primary considerations were Pete’s Marina, recreational opportunities, pedestrian corridors, and wetlands protection.

Option #1

The options with the lowest impact called the Marina Outpost included-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Enhancement – parking, boat launch, potential small commercial kiosk.
3.Public Event Space (Amphitheatre).
4.RV/Boat Storage.
5.Public Parking.
6.Motel /Commercial Opportunity.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

Option #2

The middle option called the Lakeside Village has the following-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Expansion – formal boat launch area, commercial /retail opportunity, public parking.
3.Public Event Space (Amphitheatre).
4.Mixed-Use – Residential/Commercial.
5.Residential /Neighborhood Opportunity.
6.Commercial Kiosks related to public waterfront access.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

Option #3

The highest impact options were called Bustling Resort and included-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Expansion – formal boat launch area, commercial /retail opportunity.
3.Public Event Space (Amphitheatre).
4.Public Parking.
5.Intensive tourism development, possibly in the form of hotel-commercial blocks up to 12 stories high.
6.RV/Boat Storage.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

B&A highlighted that there is a tradeoff as well. By selling pockets of public lands to the private sector, it is necessary to develop the amenities listed above. Above all, it is public land; a significant amount of ROI is expected. Therefore, more development essentially means that more money is needed for amenities and parklands. But the additional development also comes at a cost.

Invermere Lakefront Property for Sale

When there was some Lakefront property in Invermere for sale, the Invermere District looked forward to buying it. The Mayor of Invermere, Al Miller, referred to it in the East Kootenay Regional District meeting in January.

It is one of the major items from Invermere’s financial plan for 2019 to 2023. This area is about 14 acres in size, and it includes the resort area, garage lands, marine lease, and the region where the boat storage is present.

The discussion on this topic began regarding a boat launch in this location. The CAO of Invermere District, Chris Prosser, conducted a land survey and found that most of the land was private. For the boat launch, it needed to be bought.

When Invermere District approached the owners, they refused. They were not interested in selling the land in small parcels but would like to sell it as a whole. The area went back and forth with plenty of offers rejected. At first, the owner wanted $10 million for this piece. But later on, it went for around $5 million Lake Windemere lakefront.

Why did the District buy Invermere Lakefront Real Estate?

Now, Invermere District owns the Invermere Real Estate Lakefront at the beach of James Chabot. In one of the polls in the municipal election last year, more than 65% of voters favored spending $5 million for the purchase. This was what the final bill also had in September.

The Mayor said that this was the least that we could go. It has turned out to be a pretty good deal. He also added a short-term $5 billion loan for the next 5 years with the Municipal Finance Authority. Now the authorities are in the planning stage where the District can sort out the funding streams and began the procedure. The mayor is looking for any partnership donations, funding streams for this sum. For setting out the loan in a longer time period, the District can reduce any amount they get in.

He also mentioned that this is not a risky strategy for buying land before any funding resources. He says that different funding sources or grant opportunities will help pay the debt. Later on, it would be feasible to go for a lesser amount of long-borrow.

The mayor also mentioned that Invermere would look for new opportunities for undoing some costs to taxpayers. He also added other opportunities available for funding CBT (Columbia Basin Trust), the provincial and federal government, and some very generous philanthropists.

It depends on what the people of the area want to see, and the Invermere District can go for some assistance from the hotel and condo developers. The Mayor also mentioned that the District also needs to reach a consensus to be sure what needs to be on Invermere’s resort lands.
