Renter to Landlord: How and why to ask for a rent moratorium or reduction

If you lose a job, even temporarily, it might mean you need to ask your landlord for some rent relief. The COVID-19 pandemic has definitely negatively impacted the economy and created a lot of uncertainty when it comes to business, and to life in general. It’s important that you understand your options when it comes to rent relief.

Speak with your landlord

The best opportunity to secure your rent relief is to negotiate with your landlord. If you are financially impacted by COVID-19 and are unable to pay rent, speak with your landlord and explain your situation. There are many situations where landlords have allowed rent reductions and rent deferrals because of the coronavirus outbreak.

If your landlord does not agree to provide you with rent relief, then you can try negotiating the transfer of your last month’s rent to your current month’s rent. This is a good time to highlight any agreed terms like deferrals in writing. These contracts will help protect you as a tenant from sudden evictions and will assure the landlord that rent deferred will be paid later on in instalments.

Given the precarious economic situation that the country is in currently, rent deferral can give some individuals breathing room to those impacted by COVID-19. But it is also true that landlords might also be facing financial difficulties themselves. Landlords who have rented out their mortgaged condos might be able to get mortgage referrals but they would still need to pay maintenance fees. While you might seek out rent deferral, keep in mind that your landlord could be in the same situation as you.

When it comes to the financial government, they have not announced any measures to specifically address rent-related issues. – You have always paid your rent on time. If you have a good track record of paying your rent, then your landlord will most likely be more willing to hear you out.
– The rental property is in good condition. Keeping the property maintained will make all the difference, so you can mention this.
– You have not had any complaints from your neighbours. Being a good neighbour goes a long way, and if your property manager has not had to deal with any bad situations in the past, they will want you to stay on the property.
– Empty apartments still cost the property owner. When the apartment is vacant, then the property owner will lose money regardless. Remind them of this and how much time it also takes to find a new tenant.

Downtown Invermere Getting a Face Lift.

New changes are coming for downtown Invermere in mid-May. The District of Invermere (DOI)obtained two significant grants to revitalization downtown from 7th Avenue from the AG foods / Inside Edge intersection to the Cenotaph Park area. The photo below shows the location.

Downtown Invermere Revitalization – Main components.

  • Increasing space and amenities with public seating areas.
  • Adding street trees for aesthetics and shading.
  • Improving accessibility and pedestrian safety.
  • Curb replacement.
  • Select sidewalk replacement with refreshed paver inlays.
  • Upgraded electrical and Street lighting.
  • Pedestrian-scale directional. 
  • Information signage.
  • New irrigation for our beautiful downtown flower gardens and baskets.

Funding for downtown Invermere.

District of Invermere received $500,000 from the Columbia Basin Trust. The other funding came from the Province of British Columbia as part of the Tourism Dependent Communities Initiative program. DOI received $700,000 from this program. 

Project team doing the work

Urban Systems Ltd (USL) has got the contract to complete the work. USL has done a previous job with the District of Invermere. USL has done revitalization work from Pothole park and 7th Ave (entrance to Downtown)

Dates and Times

The construction hours will generally fall between 8:00 am to 8:00 pm, Monday to Sunday. 

Start in Mid May and hope to be completed by July 1st. However, it will finish after September long weekend if there is still some work to be done. 

Pedestrian access 

The District of Invermere will try to maintain pedestrian access on sidewalks. However, there will be periodic disruptions due to the upgrades and to maintenance COVID-19 distancing protocols.

Roadway / Parking

Vehicle access on 7th Ave will remain open during construction, and street parking will continue to be available on 7th Avenue. Short-term parking closures will be required but minimal in duration; most disruptions will occur during the curb removal and replacement works.

Invermere District using tax revenue funds

Invermere District

Invermere is a community situated in eastern British Columbia. The district is permitting the Online Accommodation Platform tax revenue funds. Therefore, funds are to be received by a local Destination Marketing Organization.

Invermere, a resort on the mountain, is one out of 14 municipalities. Officially designated Invermere will receive some tax by Municipal province and the Regional Distract Tax program (MRDT). The province government collects the revenue (tax) on sales, and it defines only temporary shelters concerning the resort municipality.

The Municipal and the Regional Distract Tax program has expanded for the highest year, indicating new Online Accommodation Platform tax revenue. The new OAP tax revenue precisely comes along online platforms such as websites. Also, it not only intends to entertain temporary shelters and websites like Airbnb and Vrbo.

Invermere Council memebers

In the most recent meeting, the Invermere council members have brought the matter under their discussion dated Tuesday, October 13. A letter was submitted indicating the issue. Subjecting the council to deliver the OAP funds worth $60,000 (last two years funds). The board agreed upon releasing the funds for two years.

However, the conflict has been the part ever since regarding the right decision to split the money among affordable housing and DMO. This still leaves a question as to which partition would have been more unbiased and impartial.

“Right now, if we allocate the money to affordable housing, it’s not clear exactly what or to who we would be giving that money,” said councilor Greg Anderson.

On the 16th of August 2018, the city council held a meeting to discuss purchasing a section of the Invermere Lakefront. This portion has critical access to all the recreational opportunities in this locality.

The area under consideration spans 14 acres, including garage lands, resort area, boating storage region, and marine lease. Also, the lands of Lake Windermere Resort and Athalmer are the real gateways to this community.

These Invermere lakefront properties provide public access to places like Columbia River Wetlands and Lake Windermere. In the year 2019, the District of Invermere purchased the lands for Lake Windermere Resort. As a result, the intention was to provide the public with better access to the lake and its vicinity. The District decided to purchase the land-based on 66% of the voters in the municipal elections in 2018. These voters suggested investing in this area. As a result, the District is planning to move ahead with Athalmer and its neighborhood plan.

The District of Invermere has awarded the B&A Planning Group contract with support from McElhanney Consulting Services in this area’s development process. Also, it includes the lands of Lake Windermere Resort. This project includes land usage, planning for infrastructure, resort and land design concepts, residential areas, and a commercial corridor. In this regard, a public consultation will begin soon.

Invermere’s council members got a project update by the committee of the June 9th committee of the whole meeting. Conclusion B&A provided the committee with a list of three options based on impact levels with a wide spectrum of choices.

This briefing’s entire purpose was to ask for feedback from the council before the public is involved. In conclusion, B&A added that these options’ primary considerations were Pete’s Marina, recreational opportunities, pedestrian corridors, and wetlands protection.

Option #1

The options with the lowest impact called the Marina Outpost included-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Enhancement – parking, boat launch, potential small commercial kiosk.
3.Public Event Space (Amphitheatre).
4.RV/Boat Storage.
5.Public Parking.
6.Motel /Commercial Opportunity.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

Option #2

The middle option called the Lakeside Village has the following-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Expansion – formal boat launch area, commercial /retail opportunity, public parking.
3.Public Event Space (Amphitheatre).
4.Mixed-Use – Residential/Commercial.
5.Residential /Neighborhood Opportunity.
6.Commercial Kiosks related to public waterfront access.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

Option #3

The highest impact options were called Bustling Resort and included-

1.Columbia Wetlands Interpretation Platform and boardwalk.
2.Marina Expansion – formal boat launch area, commercial /retail opportunity.
3.Public Event Space (Amphitheatre).
4.Public Parking.
5.Intensive tourism development, possibly in the form of hotel-commercial blocks up to 12 stories high.
6.RV/Boat Storage.
7.Waterfront Trail/Pathway to Downtown and Public Water Access.

B&A highlighted that there is a tradeoff as well. By selling pockets of public lands to the private sector, it is necessary to develop the amenities listed above. Above all, it is public land; a significant amount of ROI is expected. Therefore, more development essentially means that more money is needed for amenities and parklands. But the additional development also comes at a cost.
